injection looting (help plz yoko)

hi, i staff on a pol shard and people stealing stuff off other ppl using injection is a big problem. we've sorted out stealing from backpacks but we can't find a way to stop ppl taking sitems off other people's paperdolls. any ideas on how to stop it? or could you let me know how it works so we can find a way to stop it.
